What is The Downtown Chula Vista Association, DVCA?
The Downtown Chula Vista Association, or DCVA, is a 501(c)3, non-for-profit owner’s association, currently responsible for administering the Property and Business Improvement District, or PBID, and the Business and Improvement District, or BID.
Their website stats the DCVA represents 265 parcels related to the PBID, and 200 parcels related to the BID. This means that any money filtering through assessment fees, is meant to go towards the improvement of the district.
The PBID itself has specific categories of deliverables and allowable activities mean to invest right back into the businesses and properties that support it.
Governance Structure & Why it’s Important
According to their bylaws, DCVA has no members. They have a Board of Directors that’s made up of a very specific process involving board nominations, nomination task force appointed by the President, and accepted nominations. The Board also has bi-annual elections for their officers: President, Vice President, Secretary, and Treasure. While directors have a term limit of two years, officers do not.
DVCA does not support a member voting structure.
